Apparently everything good comes from god and everything bad comes from the devil. So the 'theology' would tell you that (of course) bigots are satan's creation. It must be so nice to put your faith in such a ridiculously oversimplistic idea.
For what it's worth I think that bigots are made made by parents and other social input, but made possible by fear and doubt.

Well in a way I guess some people could say that god made bigots because he gave us free will and he supposedly knows everything that we are going to do, so.........
I personally think that it's a person's upbringing though that teaches that kind of narrow minded attitude and ignorance.
