That is lorem ipsum - it is partly real Latin words, and the other part is just gibberish. It does not actually mean anything. It is meant to help people lay out a typeset format on a page without being distracted by reading the words. Lorem ipsum generators contain about 200 real Latin words along with some other mispelled variations. They just repeat them randomly throughout the passage. It is all computer generated - you just tell it how many paragraphs you want, and you get your gibberish.
