I know that the sight is overwhelming for her because she is sooo small, but how can I teach her to use the stairs leading outside so that i do not have to carry her outside each time she has to go?? Also I want her to get used to this so we can eventually install a dog door so she can use the potty area at will (since she goes so frequently)

Oh she will finally just give her time I bet if you go up and stay for a long period of time and don't give in she will finally climb the stairs.Even the tinest of all my 3-5 # Poms finally learn to climb 18 long stairs,some just take longer than others.Be patient and she will learn just don't keep picking her up as you go she will finally follow.Good Luck!!!!!!!!!

Very common, stairs are one of those environmental things (just like water) that dogs need to be introduced to. What you didn't say in your post is the age of the puppy. This is important because there are two very different methods of introduction. The first of which is easy provided the puppy has not yet developed "fear memory" (approx 12 weeks of age). Before fear memory develops you can simple lead the puppy up and down the stairs because even though it will be afraid the first time, it will have no memory of that fear and going up and down stairs will be as natural as walking across the family room carpet.
If the puppy is older than 12 weeks and younger than 6 months, care must be taken or the dog will fear stairs for it's entire life. You will only want to be working the puppy on the bottom step until it voluntarily goes up the second one. You will also want to only be working the puppy on 'closed stairs' (can not look through to the ground under the stairs). Being able to see through to the ground is a seperate issue and should be introduced seperatlly from climbing stairs.

Use intense fee treats and intensely small products, as you do no longer choose him to be finished before the consultation is over. prepare 2 or three times an afternoon, yet no longer suddenly. stable good fortune.
