I own a legal parent/child dwelling. My family lives upstairs, he and his wife live downstairs. She drinks and is very abusive to him. I believe I can call the police and have her taken out of the house for the night, no? But, Can I throw her out permanently? Do I need to do a formal eviction, since this is not a landlord tenant situation? Or can I just pack her stuff and send her walking?

Yes you can have her taken out of the house for the night. However you have to provide evidence that she abuses him otherwise she can come back into the house.

If your Father is able and willing to get rid of her then pack her stuff and send her to rehab center . Abusive behavior is against the law. Be sure you are not being abusive.

This is more complicated than that. Does you father want her thrown out or are you taking this upon yourself. You'd better have a good chat with dad while they are both sober. Find out how he wants this to be handled. The legal aspect is one thing, but you could throw her out and find yourself in hot water with your dad.

even if there no "lease" agrement if she has stayed there more than 4 weeks you have to legally evict her. just state you reason as she cause to much problems and you shold be ok
