Yes, she can file her taxes. She may get a little of what was withheld back. She just needs to indicate that someone else can claim her as a dependent.

If her income exceeds $5,150 in wages, she MUST file. If she had less income than that she only needs to file to get a refund of any income taxes withheld, if any.

Yes. She checks the box YES where it says can someone else claim you on their taxes.
