In today's world, it would be the United States with the F-22. The Russian/Chinese contingent hasn't been able to compete with the US since early in Vietnam with the Mig 21 vs. the early version of the F-4 Phantom. Over the years with the F-18 Hornet and Super Hornet, F-15 Eagle, F-16 Falcon and the F-14 Tomcat, the Russians couldn't come up with anything to compete with these fighters.

The USA's F-22 is considered the best overall plane. The Russians are pretty far behind, with the Su-30, Mig 31 and Su-47. Probably the Eurofighter Typhoon bringing up the rear.

I have seen the Royal Thai Air Force and the Kenyan Air Force and Russia.
