WHICH Dover? There's a Dover in Delaware, in Connecticut, in Maine, in New Jersey and possibly in every other state in the Union.

Dover, DE - Delaware 1 (North) to I-95 (North), through the NJ Turnpike into the George Washington Bridge
Dover, NJ - Rt. 80 (East) to I-95, GWB, NYC

Which Dover? There are a few. One in Delaware, one in Arkansas, I think Indiana maybe too....

Rental Car. You must be active duty looking for a space available. I did the same thing. Also if your at the terminal ask around others you could share a ride.
