Remember that our bodies are an 'all or nothing' response. In other words, you can do 5000 crunches a day to try and 'spot train', but it's a total myth. Getting rid of fat is either a total body response or nothing.
That being said, take three factors into consideration.
1. Are you doing total body workouts and changing them consistently?
2. Look at your nutrition to make sure you're eating right to get lean results.

Inverting on a hanging bar, and doing cruches really helps the lower abs...you can look for inversion racks online, but if that's not an option what others say about raised platforms and crunches is a good way.

You need to lose fat, you have fat over your abs that is stopping them from showing(thus the pooch).
If it's just one spot you dislike you may also get a great benefit from lipo to give you that more defined look. It's good for spot reduction. Just go to a good doctor who's done it a lot.

the gym i go to has an ab camp. every wednesday.. the trainer told me that the best exercise (of all the ones we do) is the bicycle crunch (you know the one where you have you shoulders up and bring your elbow to your knee? and back and forth?)
anyways she says thats the best one to do as it works all your muscles.. the top, the sides and the bottom :)
