http://www.youbet.net shows live racing from selected US tracks and occassional foreign tracks. http://www.youbet.com has a wider selection of tracks but you have to pay for it. Some tracks provide their own live web feed, check the track that your interested in's website for that.

There are other sites too, depending on where you're at. Other than You Bet, you can try TVG if you're in the U.S., as they have some tracks you can't find on You Bet.

http://www.racingpost.co.uk have footage of races up by the evening, but I don't know of anywhere you can watch live racing.
