Now I can access the movie only after I started in safe mode then moved it and restarted in real mode plus I was Disconnected from the internet and also I am not on a network I have a firewall and a av program running.

Well if thats true what your saying then that should happen too all my movie files and they are all 700 MB and it only happened too 2 movies.

What happens when you open the folder in which the movie file is that, windows tries to get the information from the file to display things like, the movies length, the author of the movie, title of the movie and so on, so it locks the file until it gets the information, if the file is really big then it takes long time for it to get the info. Thats why you got that error. Leave that folder open for some time and then try to do what you were trying to do with it and see what happens..... all the best.
