To give credability to the HUGE military industrial complex that Rumsfeld, Cheney and many others actually work for.
These people get paid MILLIONS more from military industrial companies, than they were paid by the US govt.

the entire country was screaming for war when September 11th happened, but now people have forgotten what happened to us. It will take another attack on our ground before people will go back to supporting our troops.
It's disgraceful.
