Assuming that your PC is set to Boot from CD before boot from hard disk, from Power up, insert the XP CD, and choose Clean Install.

Before you reformat your computer, you must first have to remember some important things. First, you'll have to have a WindowsXP CD. Second, you must have your Drivers and Utilities CD (this is for the Hardware on your computer).
Don't forget to make a back-up of your files!
To proceed, while your computer is ON insert your WinXP cd. Restart your computer and when its just about to turn back ON, keep tapping on the DEL key once per second and the System Setup comes on your screen. Look for the Boot Menu and change the First Boot to CD-ROM/DVD-ROM. Save & Exit. Your computer will then automatically restart it will boot directly to your WinXP cd and follow the intructions on the screen. That's easy! Just follow instructions and your done!

Make sure you have a bootable verision of Windows XP.
1)Backup all your work(on a second hard drive somewhere)
2)Restrat your PC with the Windows XP disk inside your CD ROM
3)Follow the simple instructions.

in xp you can use the start,go to the systems restore and follow the directions or when you bought your pc did you make a recovery DVD or you should have Cd's reboot your PC and put it in make sure you click format and that you right 0000's to your hard drive have fun
