I would say buy some kind of natural sponge at a beauty shop or skin care store. They really help with exfoliation and to get all that extra dead skin off of your body. I'd say the dark skin you have is just loose, dead stuff that just needs to be rubbed off. Sometimes lotion can help and just use your hands or another kind of sponge or something to scrape everything off. I have the same kind of skin around my ankles and it's always noticeable once I have gotten out of the shower because it's wet and it was just humid, so the skin expands. I can usually get it off then, but it may come back in a few days.

Its hard to say without having seen it of hearing a bit more info but your could have a few things...
- build up of dead drying skin
- pityroiasis versicolour (like psoriasis, but it also has a colour that changes light to dark) usually combination of fungal infection and aluminium in deodorant
- fungus

I would opt for a fungal cream. You could also exfoliate the area to not only get rid of skin build up but to stimulate blood circulation. Try natural deordorants such as a crystal stick or tea tree.

Using Paraffin Wax, you can go to a beuty parlor for a treatment with it.
