Because we have a lease on that land dating from the Spanish American war in 1898. Castro denies that the lease is legal, but can't do anything about it. In 1903, the lease was made in perpetuity.

Because Guantanamo Bay was a US Territory before the Revolution in Cuba that put Castro in Power. When he threw the military coupe and took over power in Cuba, the US did not relinquish its' claim to Guantanamo Bay, although the president at the time did declare an embargo and economic sanctions against Cuba, which stand today.

Before the Castro revolution, the US had a deal with friendly Cuban governments for a base at Guantanamo Bay. After Castro came to power, the US literally closed the gates but held onto the base. It is now considered to be the only US military base in enemy/hostile territory.

We have an indefinite lease that dates a long long time before Fidel. It takes both parties to agree to terminate it, last renewed in '34. Originally it was as a coal bunkering base for the US Navy.
Fidel is NOT happy that US political prisoners are held on his island - gives Cuba a bad name. He has refused the lease payments from the US Government since '95.

The US Naval Base at Guantanamo was stablished (under a lease) at the beginning of the 20th Century (in 1898) after the Spanish American War. The US gov pays Cuba for the land under the lease agreement (kind of legal rent terms), and it is considered a US territory until the lease runs out.

Now, Cuba is off limits to US citizens due to the embargo against the comunist dictatorship which was stablished during the Cold War in 1959 with the encouragement of the then USSR and the world comunist, and which has enslaved the people in island under the dictator castro ever since, castro has held on to power for over 46 years now....46 years! with NO elections for a new person to take over or fresh ideas! it is either his way or imprisoment/death! how would you like to live under those conditions?
I know because I was born there under the "revolution" in 1965, the word revolution still used even thought it was over in 1960, becoming a comunist dictatorship after that, and came to the US in 1980 in the Mariel Boatlift when I was 15 years old. I experienced the attempts of the system to brainwash me into believing it was Paridise over there, even though I would see people hauled to jail for just trying to express an opinion against the goverment in public. Later I became an American citizen by choice, and also joined the US Navy Submarine Force, where I have served for 18 year, 2 years away now from retiring.
As for life in Cuba, there are comunist goverment snitches in every block, called "Comites de Defensa de la Revolucion " (revolucionary defense comittees), that will watch the block for anything that is against the dictatorship, since for example, rights of expression are forbidden, the right of assembly is also forbidden unless it is a santioned regime one, etc, etc etc..
But the ignorance of the average American here as to what is going on over there makes it look like we, the US, are the bad guys and the castro regime is just the victim...! I just have to laugh at this, the ignorant fools!
As of today about 10% of the entire populations has fled the island (the lucky ones) because they where able to and/or had no people left behind to tide them down into having to stay (like older parents to take care of, etc.) but in my experience, most of the people there are miserable under the living conditions there are in, and if given the chance would leave in a New York minute.
As for the people rising up and trying to overthro the dictatorship?, it is impossible, since they have like I said they have no right to assembly (for planning), no right to own ANY weapons (to fight), even the regular army is watched by the dictators loyal elite forces (an private army of castro) which has even killed high ranking regular army officers that have tried to topple the dictator castro in the past. castro learned from the best: stalin, hitler, etc and has avoided making the mistakes that brought down other dictatorship in the past, he is good at subjugating the country...really good at it!
And that is why the US gorment has for all these years tryied to put pressure on the dictatorship to bring it down.

i think some of you lot should look up the name of a guy called Batista ( the guy before Castro ) who was in charge ( with the help of the USA ) when Cuba was the playground of America ( and that's the real reason the USA are pissed off Castro threw them all out ) they should look at the human rights of the average Cuban in those days, and Americans can go i spoke to one when i was there he flew from Canada

We can't go because of an embargo,started in 1962 i believe it was. as for gauntanamo,it started long ago being leased as a navy base and coaling station,that was to be it's only purpose according to the lease. the lease has been violated by the US(by having a prison there),but basically the US is a tenant that refuses to leave
