Canine as someone rightly said is a fimily of animals, the dog family, wolves, dogs, etc.
The main reason for it being abreviated to K9 is because of the movie "K9" where a dog, a rotweiler i think, is the main witness to a murder and gets assigned to a police detective an they become friends ... awww....

K9 is just shorter and easier to write especially for the police on forms etc.
hence why K9 is short for canine.
it does not help that in early doctor who episodes they introduced a robotic dog and were not very imaginative with the name and called it K9.
i suppose dogbot or similar would not have been as good.

what everybody else has answered (k9=canine=dogs) plus that canines are all animals belonging to the canine family, including jackals, coyotes, wolves and foxes. in zoology, animals are classified with latin names, the latin name for dog actually being "canis lupus familiaris" and "canis" being latin for dog!
