Moth balls, or something that the dog's nose will find as offensive as you do his urinating in your garage.
you might fight fire with fire and get a bigger, larger male dog and keep him in the garage.....lol

Keep the door shut and talk to the owner. Check to see if there are any laws in your city about dogs running loose. If there are, tell the neighbor that the next time, you will report them and the dog.

close the garage door or you can buy this stuff from a pet store that you can spray on the floor and it keeps the dog away. i forget what it is called but the store should know

maybe put one of those motion detectors in your garage and whenever the dog walks by it it will make a loud noise. I bought one for like $10 at Wal-Mart. It is just a little dog with a lamp in it's mouth and when you walk by it beeps really loud. I used to use it to guard my bedroom door so my dumb siblings woulnt try to sneak into my room

ummmmmmm several options. first of all talk to your neighbor, tell him to put his dog on a leash and keep him out of your yard. keep the garage closed...... if he always ppes in the same spot put vinegar on it, he won't like the smell of that but it won't hurt him
ya could also put 2-3 drops of tabasco there, he will most likely lick it and then remember the bad experience and go find a new spot

Tell your neighbors to be responsible and control their dog.
Shutting the door is a good idea, too. But, ultimately, you should be able to keep your door open if you want and they should be taking care of their dog.

If you have a local zoo, go ask them for some lion urine. Sprinkle it around the entrance to your garage and the dog will not cross it.

can you shut the door? Talk to your neighbor about the peeing and see what they say, if they are rude about it and don't do anything, you may need to fence in your yard
