Um. I have no idea.
I've only used it, myself, on blatantly racist or *really* bigoted questions or answers. Things like "Who here likes to pour urine on black people?" or "Why do Hindu men have small penises?" or stuff like that. Oh, and obscenity, particularly when it's directed at individuals here. You know, when someone "replies" to a question by saying "F**K off, you stupid c**t, I hope your mama eats s**t and dies".
Lately I've been reconsidering even that - I think that perhaps it serves better to let such things stand, so that people know what someone else is really like.
I've never reported anyone simply because I disagree with that person's religious views.

I only use the report button for offensive and hateful material. keep it clean and you have nothing to worry about. i do not report people just because i don't like there opinions. that is what thumbs downs are for.

I think there is a "norm"or a middle line we need to walk on if
