No, I don't think so. It would be better to be more clear to your wonder. But, as far as I understood , it would be better to paint it over an napthilamine primer.

No. Latex paint should be used over an acrylic ground (base primer.)

Oil ground base primer is best suited for oil colours.

Yes, but not vice versa. Read the labels, or go to the paint companies websites, they should have the info there.

no unless you want your painting to deteriorate within a couple of years and all you paint will crack and fall off.
