I have a cat that does this - it's a protective mechanism; they are putting their toy (their little surrogate babies) in the food or water to both mask the sent of the "baby" and to keep the toy in what they consider a safe place.

I often find my cat's favorite toy either in the food bowl or on my pillow (I've started putting a towel on my pillow so my cat can sleep there and leave the toy without the pillow getting dirty). I think it's cute as a button.

My cat used to drop his toy in the water bowl, bin, litter tray & so on. I made enquiries and was told that indoor cats often place toys in a safe place to retrieve later. The water bowl, litter tray etc are all areas that are within the cat's territory and feels secure by leaving them there.

Cat play with their soon to be eaten dinner. I saw a cat on its back juggling a mouse in the air with its paws. Mouse was still fully functional, but extremely dizzy.

I read some of these answers- Cats don't care if mice are clean. Come on! If a cat wanted to clean it she would lick it!

Either she is playing with it and likes the way the water moves around or she likes the way it tastes wet.

My cat does this with his food pieces. He picks them up with his paw and plops them in the water, then fishes them out again and eats them off of his paw. He also bats at the water and watches it move around before drinking it.

Cats are too freaking cute. :)

Domestic cats don't know what to do with a mouse once they have caught/killed it because they aren't with their mother long enough to learn.
In the wild cats don't catch/kill their prey until they are older than 8 weeks...

Like Katydint said, your cat is just playing with the mouse. Cats do odd things. Like my cat chases birds, other cats, small dogs, snakes, rats, mice, and brings them in the house. She just lets them go and chases them. Then let them go again.

Yes playing with it.
My kitten does that to a soft toy.
So i have to take it out and dry it outside, and she goes crazy. Becoz that's her favourite toy. She has to wait for it to get dried and she does it again. After a few times of hanging to dry, she didn't do that again.
