You are welcome to request a ticket every time you are stopped, the Officer will oblige you I am sure.
A traffic stop is an investigative stop. The Officer needs reasonable suspicion of a crime or a traffic offense to stop and identify you. IE. speeding.
The Officer then checks the car's registration to see that it's valid and matches the car, and check's your driver's license to make sure it is valid and is yours. He can look in your car and see that there is no gun on the seat or a joint in the ashtray; or a body laying on the backseat. He can chat with you a little bit and make sure you are not impaired or otherwise distressed.
Then when everything checks out and the Officer decides you seem like a decent person and he can accomplish getting you to slow down by just giving you a warning he gives you one assuming you will slow down and then he considers that a positive interaction with the public.
It is not a waste of time for either of you, the Officer did his job. Also speed kills, it is a proven statistic. It is even possible the Officer saved your life by slowing you down. You not only slow down right then, but probably think about that stop for a while; and it makes you watch your speed.

A lot of it depends on how you act towards the officer. If you are nice to the officer they will tend to be more forgiving, on the other hand if you are rude and act like it is a waste of time they are more likely to issue you a ticket. It also depends on how fast over the speed limit you were traveling, if your traveling just a few miles per hour over they can be pulling you over to let you know they are out there.
So if you get pulled over, dont be rude. Your chances of coming out with a warning are much better.

Maybe because police officers are not the raging jerks that everyone makes them out to be?
Obviously, for the clueless few (read: YOU) a warning really doesn't work because you see it as waste of time, meaning that you didn't get the officers message - slow down.
Everyone has a brain fade every now and then where they go a tad too fast - and if you have a good driving/ criminal record there is no reason not to give the person the benefit of the doubt one time.

It's called progressive discipline. First time is a warning. 2ND time might be a small fine. 3rd time a little stiffer etc. This way there is a record of how often you have done something and what punishment you were given for it. That way you can't cry "Not fair" when you eventually go to jail and get a large sentence. It has been proved (by the paperwork) how many times you have been counseled.

As Mikey said, it's about education as well as enforcement. If I can make you think twice about speeding by giving a warning you'll remember over time instead of a citation you pay and forget, then I've done my job. However, feel free to request a citation the next time you get stopped, and I'm quite sure the Officer involved will be happy to oblige you. lol

Police have been given discretion. If, when they pull you over they feel that a warning will do the trick....that is what they give you.
How is it a waste of time if you don't get a ticket? So you were inconvenienced for a few minutes...no money out of your pocket.

What are you, an idiot? Would you rather him give you a ticket instead? I wish I could get warnings.
Stop being so ungrateful and be thankful the cop only gave you a warning. Not only do you have to pay your hard-earned money for a speeding ticket, but it goes on your record and increases your insurance costs.

Unbelievable. They are giving you a wake up call for free and you're whining? It's not a waste of their time or yours if you learn from it. Plan ahead so you don't have to speed to be on time. If you just like speed, take the amount of one reckless driving fine and build an entry level race car and go to the track where speed belongs. Who knows you might be good at it. Just don't whine if you get schooled there too.

Well not until they walk up to the window and see that you are a pillar of your community do they know that you are. The warning is a record of the stop used for racial profiling statistics as mandated by your federal government now. Next time insist on the ticket so no one's time is wasted.
Just can't seem to make anyone happy......

Officers discretion...the next time make sure you voice your opinion about "wasting" your time when you get a warning....so they can write you a ticket and you have to take a day to show up in court and then schedule more time...if you don't pay the fine and go to a driver class to keep it from getting put on your record.
