So, it's actually 'z' which is the least used. 'E' occurs 12.7% of the time and 'q' and 'z' 0.1%. 'Z' may be higher in the US where the ending 'ize' is used rather than 'ise' in British English.

i think it has to be "q". "x" is used often enough within a word and as an ending if not at the beginning (axe, lax, ex-). "q"(u) is mostly at the beginning of a word but not so often in the middle. and there are still not as many words that use "q" as much as "x".
