The answer is a definitive NO. Try visiting an entertainment celebrity on his/her off day. Do you think you'll get a smile on his/her face if you are there without a camera team?

On the other hand, happiness is to me, not a state of the mind, but a state of the heart. This, everyone will see, whether there is a camera or an audience in front of the person or not. Celebrities who are especially comedians or entertainers learn to laugh or smile on cue, so what you see is not spontaneously from the heart.

I think its impossible for people to be happy all the time. Even people with tons of money become unhappy.

I suppose you could if you always had your head stuck in sand but to be honest no you always are unhappy when you get sick an every one gets ill once in there life time .

if there was such a person they wouldn't appreciate their happiness as there would be nothing to measure it against,
or as you said it would be a front which be more draining than
being miserable and would expend alot more energy

my mother is happy because she has cancer and it has made her love her life and family even more than before
