How do you "find" a bank card and "know" the pin number?
Yes, you could probably use it. You would also probably get caught as almost all ATM's have camera's. It is a felony.

I know a person who did that to her mother in law and got caught because when her mother in law went to the bank to find out why so much money was missing from the account they found that she made the withdraws in a pattern around her house during a time that her hubby and in laws were out of town. The hubby had to tell her that she was caught on video camera before she admitted that she did it. so there is a chance if the person knows the pin because they know you.

NO because they are unauthorized charges. The person who owns the bank/credit cards are the ones who authorize people to use them.

Until they are caught. If this happens to you and you know who did it you can probably go to the vendors who used it and prove who stole the card (if they presented it in person). If you are willing to press charges they will be prosecuted. Report the event to your financial institution immediately.

Yes. They will not be able to use the card though if you report it lost or stolen to the bank immediately.
