I have tracked down the problem to the voltage reg. in the PCM. If I buy a used PCM for the same truck and just swap it out will it work without reflashing it? Any dodge tech,s, or anyone who has done this before, any anwsers you may have, I would be very greatful. Thanks in advance everyone.

Does your vehicle have a digital odometer? If it does, the mileage info for your vehicle is stored in the PCM. When you install a used one in your vehicle, your odometer will read the mileage of the donor vehicle. It is illegal to alter the odometer readings on vehicles, so you must take the PCM to a dealer and have the settings in your old PCM transferred to the new one.
I have heard of some putting an external regulator on them, but the wiring might be a nightmare. You can also replace the alternator with an identical one that has an internal regulator and the PCM won't affect it.

I have had plenty of alternator failures on a Dakota, but never have I had a PCM cause the problem of not charging. It is possible just not common. To answer your question if you replace the PCM with a used one it will cause all sorts of issues especially if it has a SKIM key (Sentry Immobilizer)
