The cap isn't designed to mounted that way,
although it can work like that. The wires from
that component are a given length, and mounting
the capacitor upside down will place it right
on top of the the printed circuit board. I would
rather give the cap some clearance.

I don't know what the application is, but capacitors don't care how they're mounted; you can use them in zero gravity. Did someone tell you that it matters?

As long as its leads make it to where they are supposed
to go, a capacitor will work fine regardless of orientation.
Its true, some really really big ones are filled with
liquid (oil), but they are supposed to be sufficiently
full and well sealed enough so that orientation
won't matter.
