They both mean I love you, but Ti amo is stronger.
You can use Ti voglio bene with a lover, a friend, a relative, just like I love you in English. It could also be I care about you (but it's more than I like you).
Ti amo is usually for lovers (similar than I'm in love with you).

Not so difficult.
"Ti voglio bene" or "I want you well" for puppies, children and family and "Ti amo" for when you're deeply in love.
Ti voglio bene, which literally means "I want you well," is reserved for your parents, aunts, uncles, cousins, friends, etc. This is used to say that this person is an important part of your life and you care so much for him or her that you want him or her to be well always. It's a lovely sentiment and one way you can use to close a letter to those relatives who understand only Italian.
For Ti amo : whit those two words, you are saying that you deeply love and are sexually attracted to this person.

Ciao e buona fortuna (Bye and good luck)

They both basically mean "I love you." Ti voglio bene is a stronger way to say it.
