The best and easiest way is to use a freeware called Visualizer Resizer. Downloadable from http://www.geocities.com/lcming/Digitalphotography and you can download Picasa2 an excellent digital photo edit and mgmt software as well

You can downsize photos with a photo editor. Adobe photoshop is the best but expensive. Picasa is free.

Use software, many software you can try out like picasa, adobe, acdsee and etc....
very easy and can resize the size that you want
