It depends entirely on the girl ,i'd suggest something along the lines of
ice skating
dinner
dancing
shopping
cinima
or cook her dinner rent a movie and cuddle.
just remember to tell her that you love her

I have a different approach. Both of you, watch the Movie, "Pay It Forward". Then start trying to do, what the Movie is trying to do. No! It may not be something for a Brithday? Buy her a Gift that she's been wanting? And then show her how you're concerned for others? As well as making her happy. It may score some points, for you! Good Luck. But try to "Pay It Forward"!
