I have a neighbor that is very obnioxous. The parents have no control over there son who is a teen. He smokes and plays basketball with his friends from mid-night till all hrs! He thinks he is gangster (whatever that is). He his rude, crude and vulger. People say that he is "special ed" and that he is retarted, but he does not act that way at all. He acts very inaproprate and his parents do nothing, they could care less. Since this family has moved into the neighborhood, it has been like living in the inner city. Any suggestions would be greatly appreciated.

don't even talk to the parents
it seems they are just as childish as their son
call the cops every time he is out there late
they will take him home and it will show them YOUR NEIGHBORHOOD is A GOOD ONE and you wont TOLERATE that kind of behavior

Parents tend to turn a blind eye to their childs misconduct, especially if he's an only child.

Don't call the cops on the kid right-off unless things get too out of control. You don't want to create a tense situation with the parents, because theres no telling how long you'll have them as neighbors and these things have a way of escalating. If you haven't introduced yourself to them, do that and try to work into conversation things like "yeah, this is a quiet neighborhood, which is great because I go to bed at 10 to get up at 5 to go to work." Give it a week, and if he's still causing a commotion speak to the parents again but this time more straight forward (preferably with a compromise like "basketball in the driveway is OK till midnight, but after that he needs to play elsewhere" if they're new to the area they might not know of a park thats nearby with lighted courts - suggest this as a place he can play without disturbing anyone).

If there still isn't an improvement then call the police for noise ordinance violations.

Start by talking to the parents. Explain to them that the B-ball all night is disturbing your sleep.

If you have a Home Owners Association read the rules for your neighborhood, part of which may be a time limit for outdoor noises.

If the child is a minor and speical ed, call Child Protective Services and report them.

If that doesn't work call the police. They are distrurbing the peace.

But you want to start by giving them the chance to correct the situation but be friendly, reasonable but clear that this behavior is unacceptable as it is disturbing your home environment and that the next steps will be to call out side help. HOA, CPS or the Cops.

But in the end you need to stick up for yourself and protect your environment. You don't want to directly argue with your neighbor as that will just cause you more conflict.

Best of Luck

There are noise ordinances in every city. When he's out there playing ball at night, you should report him to the police. File a public nuisance complaint against him too. Once the police start coming around, the parents might take some action. At any rate, contact the police and ask them about your options. Tell them you no longer feel safe in your own home. Good luck.

You could try what some strip malls have done with loitering teenagers...Play opera and concert music out the window when they are out there. The kids hate that stuff and move elsewhere. You'd have to coordinate this with other neighbors (not the parents), so they understood what you were doing and support it.

try to discuss this calmly with his parents. If they do not do something to curb his bad behavior then call the police and make a noise complaint the next time he is out late at night disturbing you. good luck.

Speak to the parents and ask them to get him and his friends to keep it down. There are noise ordinances and if they are being unreasonably loud you are allowed to call the police. Maybe that will them all a lesson.
