Pelargonium seed are hard to germinate and very expensive. There are several methods recommended to germinate the seed. Temperature and moisture are very importation and a good soil mixture for the seeds to germinate in. Scarifying the seeds is often recommended and even removing the entire seed hull. They do not need light, however, to germinate. some like to germinate the seed on soaked paper towels in a covered disk like a petri dish so they can watch as germination occurs and later transplant to a soil mixture, but this is for greater control and not because the light helps the germination of the seed.

Yes and warmth too.

Just loosely cover with cling film and place on sunny window sill be sure not to let soil dry out.
