How do you convert from this to that?

Is there any program that lets you convert a .bin file into a .wmv file?

no. they are completely different types of files. there is no possible reason to convert those two formats. a wmv is a windows media video file. a bin file is a linux program.

Use the free version of Stuffit Expander to extract the contents of the .bin file.

The full .wmv file may be lurking inside.
