Yes, at any US Embassy or Consulate. There are 8 across the country so there should be one close to wherever you are going. But it takes about 30 days to do, so I would start the process on-line now. Look at the application and check into appointments.

US embassies actually highly recommend people to apply for a visa from their country of citizenship or at least residence. no one can stop you from applying... but to be safe and to better guarantee a favorable result, apply from where you come from. besides, the embassies are there to serve the US citizens, the native citizens and the legal residents of that country... not the tourists.
how long are you staying in canada? visa application takes weeks or months to process. are you here long enough to wait for a visa?
just a warning, i have a friend from the philippines who came to canada as a tourist. she applied for an american visa soon after she got here... the consul told her she should have applied for a visa in her home country. needless to say, she was denied.
not saying it's always like that. but just telling you of what could happen (which already happened to someone else).

If you are taking about a credit card, just use what you have. The charges will go through the Visa system and your bank will charge you a fee of less than 1% of the purchase to make the currency conversion...which isn't a bad deal.

I presume you have visitor visa of canada. You better take an US visa from here, you will not get visitor visa to US from Canada.
