Fear of rejection. If you bare your soul to someone and they laugh at you it is a bit off putting.

if i only knew her from afar never having spoken to her then i would hold it back/in and not say anything to her. (say for example a girl i saw working the checkout in a local store, and all that had passed between us was just a standard retail transaction and nothing more even if she did shoot a smile at me, it could easily be misread as something more than jsut her doing her job). however if she were to ask for my number then I'd more than likely give her one of my contact cards for her to either use or not.
if i already knew her and had spoken and had been speaking as just friends but i fell in love and wanted more i may be inclined to tell her but knowing me i'd still probably not tell her how i felt before she told me. i would not want to risk ruining a great friendship.
the question should be why does the asker want to know?

well i wouldnt fall in love with a girl because im a girl too but even if i did i would hold it back and start flirting with boys cause i dont roll like that

I would hold back myself, but i wouldn't advise anyone else to, i'd say if you like the girl, then you go for it boy.
