I don't know about the BEST... but AVG Personal Anti-virus works pretty good for me, and it is free.

AVG. However, if you surf wisely, you don't need to use a virus program. I have never used one, and I've been online for 9 years now. Never had a virus. Just don't click on anything with a ".exe" extension. :)
