No they are not stupid. It has become a habit for them that they picked up during adolescence. At the time they thought it was cool, but little did they known that it would curtail their ability to learn more and better ways to express themselves. As they reach adulthood they realize this and many are able to catch up with a controlled effort. A few who are mostly into the drug culture never change unless they get rid of the drugs.

If the person said the word "like" in every other sentence, then it doesn't mean they are stupid, but they do not realize that it could be annoying and take away from illustrating the message they want to say because it is a distraction. However, people in California say it, so it could be cultural.
I sometimes catch myself saying "like" sometimes when I teach my class, but no, it doesn't mean the person is stupid.

it mostly teenager/high school vernacular. It is true though that a great deal of people out of a semi-conscious choice they carry over some of their teenage idioms into their adulthood. This particular one echoes somehow teenage detachment and 'non-challance', hence you may notice that a great deal of adult users of this expression may also demonstrate what is commonly called 'ditsy' behavior. Notice how most users are also prone to fall for certain fashions or fads elevated to taboo status by their followers. But I am not sure that they are stupid

People who use words as filler do so because they lack the skills of proper speech. For example many people use the words "I mean:" and "you know" and "ummm" because they have a bad habit of using those phrases as filler. If someone is practiced at speaking, they will avoid filler words and phrases. It isn't a matter of being stupid so much as it is a matter of bad habits in speech.

Like is part of the accidental utterances, just like ums and uhs. It is also used to replace the phrase "for example."
It definitely does not make a person stupid!!!

No, it just means that they want to relax and get school off their minds. I notice it all the time when I overhear conversations in the cafeteria. I even use the word on occasion.

Many people will pick up this habit out of nervousness. They aren't stupid, but do need to fix the habit to be taken seriously.
