is'nt that rather subjective based upon what you consider proper driving?

I'd think following the posted signs, and not getting in the would be a good start, but even that is only like 15-20% of the drivers out there..

my gripe is people who stop at a yield sign instead of accelerating in such a manner that they can safely merge w/ traffic and NOT cause a slow down..
