I dont think its operating as to the PC it self we have windows 98se, 2000 pro, XP Pro in our comouter classes set up in about 9 different PC Dell, HPs, ACERs,EmachineThey all have USB ports and they are all old donated PCs but the Dell its fairly up to date.

Well to be fair theres more to this than just which was the first OS to use USB. Do you mean what was the first OS that had a USB port on the machine? or do you mean Plug & play via USB? Because all OS can use USB, however not all OS have the Plug & play feature, meaning you have to have the original software to load on yourself. Windows 2000 onwards have this feature. I had a machine that was running windows 95, with USB ports, that didnt have the plug and play feature. Don't ask me about Macs or Linux machines, don't know and PC wise dont know or care really, I'd choose windows time and time again and never choose to work with Macs or Linux, but thats just my personal preference.

Windows 98, although it never really worked properly until Windows 98se was shipped ... and even then it didn't really work well - most USB device vendors ship Windows 98 drivers
I believe various attempts were made by USB add-in card vendors to support Windows 95 as well, however these drivers were always 'plug & reboot & pray' (rather than plug&play :-) )
