No, of course not. In fact, when I visit the doctor, I tell them whether I had to rush to make the appointment because the physical effort will raise my blood pressure (I am being treated for high blood pressure and not telling this would cause my medicine levels to be changed, which isn't needed.) Some patients raise their blood pressure simply from the stress of visiting the office and worrying.
Blood pressure reports are supposed to be a resting blood pressure. If mine is high when I first arrive, the doctor will take another reading after I have been sitting in the examination room for 10-15 minutes and it is normal again.

The reading would be slightly elevated when the man just came in if he had been running. But the doctor would never take the BP straight away any way. Even if the patient had not been running to the doctor's surgery, the fact is the BP should be taken at rest and so the doctor would leave a couple of mins before taking it. And if it was elevated, the doctor would definitely take more readings either in the same consultation or at another day, to ensure that the patient has a consistently high reading and it wasn't just an error made by the doctor or caused by other issues such as physical exertion

3 years ago, I was diagnosed - hypertension with a reading of 160/100. I used to feel dizzy a lot, my legs had awful cramps, and levels were very low in my potassium, causing my fingers and toes to always cramp together. One day I started to feel really faint while I was driving with my daughter in the back seat and I passed out, hitting 3 cars and ending up in a ditch. That moment,I knew I had to do something because my meds weren't working. I heard about this diet from a friend and thought I'd give it a shot. The results have been remarkable. In just 21 days, I honestly can't remember feeling this good, my blood pressure went from 175/110 to 125/70.

Blood pressure is not determined by a single reading. It is several readings over several days, combined with lifestyle and diet. Your blood pressure changes hourly and running will cause it to be elevated as the heart is working harder.

if he come running, the reading would be higher than his usual blood pressure but it doesnt mean that he has high blood pressure already. usually, the dr or the nurse should let the patient rest for a while and recheck the blood pressure.
