I'm looking for places where they are used as regular taxis outside the United Kingdom

I can't speak for other countries but here in Thailand London taxis are available for hire to private individuals - not for picking up on the streets.

I've seen one in Berlin. Most of the others are Mercedes. I remember some years ago that some were exported to Moscow for a trial but I don't know what it all came to.

In Singapore, they have London cab too.

Glasgow, Scotland. They are the only cabs that can pick you up on the street here.

you mean black cabs? Newcastle and Carlisle do for starters
