It's called razor burn. It's normal when you shave sensitive areas.

Use baby oil to soothe the skin after shaving. While shaving, make sure you use plenty of shaving cream and water and a good sharp razor.

those are ingrown hairs. exfoliate before shaving and only shave where necessary. shave at the end of the shower so that your hair and skin is moist. use a good, sharp razor with a moisturing cream.
remember that women have hair and little girls don't.

Stop shaving there. If you must shave, use an electric razor -- it will cause less irritation than other methods.
