I'll add something no one has added prior....
Aside from saying that not everyone drinks (I don't actually), the reason the parking NEEDS to be there, would depend upon the codes of the city. A city grants (if it passes their criteria) a liquor license to such an establishment, but also, the city requires any commercial space to have a certain number of parking spaces, based on other factors.
IN the city I'm in, it requires I believe 2.5 parking spaces (ratio) to every 500Sq.Ft. of retail/commercial space. Granted, in the city next door, it's 2/500Sq.Ft., and Orlando city limits requires 1.5/500Sq.Ft.
So it's really not so much about the patrons and who will frequent it, and how they will get there, rather, requirements to do business, in certain locals.

Why don't they just have the cops park at the bar parking lot?
It will be a officer's big quota and any fool that is drunk will think twice before driving out on the road.

Not everyone who goes to a bar drinks enough to be considered drunk by their state limit, so for them to drink and then drive is not illegal.
Another reason is not everyone goes to a bar to drink, some go because they are a designated driver.

Designated drivers and the employees need place to park. Also all the off duty cops, that get free drinks there too.

there is not drink and drive rule
the law says don't consume over a certain amount and then drive and some people who go to bars do not drink anyway

There's no rule against drinking and driving, only against driving drunk.
