My son literally copies everything my daughter does. He thinks it is a game, but she is getting him to do her dirty work for her now so she won't get in trouble. I know she does things for attention since she isn't the baby anymore & gets jealous. So any suggestion on how to stop him while I am still trying to teach my daughter some of the things she does are not acceptable.

Sweetie he is at the age where you can put him in time-out too! but only for a minute in a half basis on his age and her for 3 minutes when they do something wrong. keep them busy playing or something creative so there is no worry about getting in trouble. as fas as her doign this to her little brother let her know that everytime he does something she has told him to do she'll get in trouble right along with him

Quite natural.
Behavioural training and attitude adjustments should start by 7th year. Before that the children should be given as much liberty as possible because as you said everything is a game for them during that period. This is what Islamic teachings tell us, if you'd like to benefit.
