I usually use aluminum foil (the one we use for food), then comb a streak I want to color, and put the foil beneath the hair, then I apply the hair preparation (color or bleach), wrap it in the foil and let it wrapped according to the instructions on the hair product I have applied. The I unwrap the hair streak and wash it with a mild shampoo. This has to be done for every hair streak individually, and quickly, almost at the same time, in order to acquire best results (you might benefit from a helping hand).

The easiest way if you are doing your own, is to by the box kit of what ever color you want but instead of using a cap, comb, or foil....Use a thin paint brush. Dip it in the color then just do "quick" streaks in your hair. Never start at the root and don't try too hard to get exact placement or it will look bad. Just start like half an inch from the root. You dont want all the streaks to look exactly the same as far as size and stuff goes that is why i say "quick" streaks.

Go and look for a brand called "Lady Jayne". It sells a cap (like shower cap) with many holes and a hook that helps you to hook out streaks of hair so that you can apply hair dye to create streaks. You should be able to find it in the bigger Watsons (in Ngee Ann City) or in Carrefour. John Little at Specialist Shopping Centre (next to Somerset MRT) sells it too. Cost around S$5+. Definitely less than S$10.

Some hair kits come with caps that have holes in them and a hair pulley (looks like a crocheting needle).
You pull hair strands through the cap then apply lightener to strands.
Wait recommended amount of time, rinse, neutralize and wa la, streaks.

the best thing to do if you've never done it before, would be to go to your hairdresser, tell her what you want and also tell her that you want to learn how to do it, so that she'll do it step by step and teach you along the way, and you also get the hair streaks you want =)
