It stands for the width of the tires. So your bike tires is 26 inches and 1.75 inches in width. You can get different widths of bike tires for different purposes. Like you can get racing tires which are a lot skinnier than 1.75 inches in width, or mountain bike tires, bmx tires etc which are a lot wider.

The 1.75 is the width of the tyre fully inflated from the edge of the grip to the opposing edge of the grip. usual uses for this size of tyre are hybrid bikes and some xc bikes use this size.

road bikes tyres are measured differently to other bikes, road bike tyres are usually 700c which is a completely different measuring system.

mountian bikes use ranges of tyre sizes from 26x1.75 right up to 26x3.0, some mountain bikes use a smaller wheel size aswell so you may also see tyre sizes of 24x2.0 to 24x3.0 aswell.

its the width of the tire. depending on the brand, that will include side knobs or it may not. that sounds more like a road tire though.
