What do you mean you can't get near them? Are they like a celebrity that you think you are in love with and that there is no way in hell that you are going to be near them? Or are they just someone that you are watching from a distance and because you like what you see you assume that you love them? If you don't know the person get to know them and when you are comfortable with them then decide if you really love them and if you do then tell them.

Find out what he likes, what he's keen on. I'm sure it will help you get closer. F.e. if he likes football, begin watching matches, go to clubs where he is. Or f.e. if he likes girls who play tennis, learn playing tennis. It will make a common theme for conversation. Do you get the idea? Good luck !

Write him a letter, send a text message, have a friend relay a message for you, email, go see him etc.
