I think - the logical reason would be:
1. 10:10 in a analog clock is clearly visible.
Consider 07:40, the two hands will be close to each other ... when you see from a distance .. is it possible to clearly identify the time in a second? No you cannot.
2. In clock / watch advt, it is important that we show the beauty / elegance of that clock in a few seconds.
What other time will be suitable - other than 10:10 to represent it; may be we can have 06:00 but it will again look like a straight line. Isn't?
I feel this might be the reason.

Everyone has different answer to this question. Watch companies say because it seems like a "smile" this is why they have it but personally I believe the World War 2 theory.
