(h) Notwithstanding subdivision (a) of Section 42001, any violation of subdivision (d), (e), or (f) is an infraction punishable by a fine, including all penalty assessments and court costs imposed on the convicted person, of not more than twenty dollars ($20) for a first offense, and a fine, including all penalty assessments and court costs imposed on the convicted person, of not more than fifty dollars ($50) for each subsequent offense. In lieu of the fine and any penalty assessment or court costs, the court, pursuant to Section 42005, may order that a person convicted of a first offense attend a school for traffic violators or a driving school in which the proper use of safety belts is demonstrated.

The site James references quotes a BILL, not a statute. But that is not how the law was enacted. What he writes looks like the penalty section of VC 27315, which requires wearing seatbelts, but the statute is different in one very significant respect. What VC 27315(h) actually says is that a violation "is an infraction punishable by a fine of not more than $20 for a first offense . . . ." You will note that there is nothing in there about it being $20 INCLUDING assessments, and, in fact, assessments do apply.
With assessments, the fine for a first time violation will be in the area of $76 (plus or minus a few dollars depending upon the County). For a second, which also includes assessments, it would be around $160.

more importantly, what is the cost of medical care for the damage caused to your body during the impact of an accident when not wearing your seatbelt.

In TX, I was cited for wearing my seatbelts on the back and my fine was 145 bucks..
