No, he's not. He is big and powerful but there are fighters that are better than he is. Both Klitschko brothers, Byrd, Briggs, just to name 4. But you know how it is; Any heavyweight can win any fight with a single punch.

You asked "best boxer". Hell no. BUT, in the Heavyweight division, I'd say Vitali, Wladimire, THEN Nicolay. The Klitschkos would murder him in the ring. Others can beat him I am sure, but rematches tell the tale. People talk down on Valuev because he is HUGE mostly... yet everyone notices him. If he can unify 2 of the 4 belts, the public will know him. When he learns better English, a few talk show spot to promote... BAM! Mainstreamers will notice HW Boxing again. He is not the best, but potentially can draw attention to the sport we love. When someone beats HIM... it'll be like David and Goliath, Jack and the Beanstalk, Dempsey vs Willard. People will love it, and pay attention. And with that money will come better fights. And with multiple MMA fights on non-cable TV... boxing CAN and WILL come back. Fight wise no, not the best. Publicity-wise, Hell yeah! The top 3 are great, two brothers and the Russian giant. Can you IMAGINE if an American beat them all? Do you have ANY idea what that would do for the sport at that weight? There is nothing but good here.

Nikolia Valuev isn't even close to the best boxer in the world, he's not even in the top half dozen heavyweights, let alone the whole of boxing. He is a circus sideshow, but with talent at an all time low in the heavyweight division, the curiosity sells tickets. When he fights a couple quality opponets, respectablity is within his grasp, but "best boxer in the world" is asking a lot of the big fella.

Nikolai Valuev is certainly NOT the best. He is not the best boxer at the moment, and he never will be. Valuev can thank his sheer size for manhandling his opponents. He is very slow, and he is not very smart. His record is padded with has-been, journeymen, and class b opponents.
Even with his size, he still has some controversial wins. With that physique, I don't think that there should be any controversy at all. He shouldn't even make his opponents last. He is puppet of Don King's conspiracy to break the great Rocky Marciano's record.
