This would be highly unlikely to occur from a toilet seat. The HIV virus is coated with lipid rather than protein (the flu virus, for example, is protein coated). Lipid coated viruses don't survive very long outside of the host body.

On the other hand, it can be transmitted via the mouth if there happen to be open sores in or around the mouth to allow entry of the virus.

HIV transfers through bodily fluids, as long as the fluid is fresh then it can spread. A virus can only live for so long outside of the body. So yes, you can get HIV through the anus the mouth anywhere that your bodily fluids can mix with the infected fluid, especially through a cut or some other source of blood
