Once a valid transfer request has been submitted by the sending state, the receiving state has 45 days to investigate and respond. If they have not responded, your PO can, and should submit an "Action Request," or resubmit the transfer.
The problem with the system is that the sending officer has to send his request to the Interstate compact office in his central office, and they in turn are supposed to forward it to the ISC office in the receiving state. They in turn are supposed to send the request out to the appropriate field office in the receiving state. So, there are several places along the way where the problem may be occurring. Add to that the fact that most PO's have caseloads in excess of what they can reasonably supervise and don't want more, so some balk at accepting transfers.
If you meet the criteria to be eligible for transfer, be polite, but persistent.
good luck

expediting an out of state transfer does not happen quicker because you bribe someone. Or does it?
